'''James Ballou "Soda Water Jack" Hawkins''' wore a lot of hats culminating as the Custer County sheriff in 1893-1895, involved in the search for [[Alvah Tilton]], the cowboy that killed [[James Pym]]. In Early Mar 1895 he transported two prisoners to the state prison. (get info from Hoopes book) He married [[Nannie E. Watson]] of Hartford, CT Thursday evening, [[11 Oct 1888]], in the Presbyterian church, Rev. [T. C. Armstrong]] officiating. Hawkins was a trustee of the [[State Reform School]] [[21 Jan 1898]] to 1901, replacing C. R. Middleton; then the director around 1904, probably from 1901 as a successor to [[B. C. White]]. Politically, he was a Democrat-populist.
